Opportunity Information: Apply for W81XWH 20 LRP IPA
The Department of Defense Lupus Research Program (LRP) Impact Award is a competitive research funding opportunity designed to support bold lupus studies with the potential to produce major advances in lupus science and patient outcomes. The program is intentionally geared toward high-risk, high-reward projects that address important scientific or clinical problems in lupus, rather than studies that simply extend or incrementally refine previously published work. Proposed projects should be positioned to shift understanding of lupus biology, improve how lupus is diagnosed or monitored, identify new therapeutic targets, or otherwise meaningfully change the landscape of lupus research and/or lupus disease if the aims are achieved.
A central expectation is that each application is built around a well-formulated, testable hypothesis supported by a strong scientific rationale. That rationale should be demonstrated through careful inferential reasoning and/or a critical review and analysis of existing literature, showing that the applicant understands the current state of the field and the gaps the project will address. Preliminary data are encouraged but not strictly required, which supports the program's emphasis on innovative ideas that may not yet have extensive supporting datasets. Reviewers will look for a clear, logically constructed research strategy and experimental approach that reflects deep knowledge of lupus and uses methods that are either novel or convincingly justified by prior evidence.
Impact is treated as a primary review consideration. Applicants are expected to clearly and explicitly explain why the problem they are tackling matters, what success would mean for people living with lupus, and how the proposed outcomes could drive significant progress. The program places the burden on the principal investigator to articulate the anticipated real-world significance, not just the scientific novelty. In practice, this means proposals should connect their deliverables to tangible improvements in lupus research directions, clinical decision-making, or future therapeutic development, even if the work itself is not a clinical trial.
The opportunity also emphasizes the capability of the research team. The investigators and collaborators should have backgrounds and expertise that match the complexity of the proposed work, with the skills, resources, and environment needed to complete the project successfully. While the science can be ambitious, the team is expected to demonstrate credibility and readiness to execute the plan, manage technical risk, and interpret results rigorously.
Programmatically, each proposal must align with at least one of the FY20 LRP Focus Areas (the specific focus areas are referenced in the announcement and must be met for eligibility under the call). Clinical trials are explicitly not allowed under this program announcement, so applicants need to ensure their human-related work, if any, does not cross into a clinical trial design. In addition, the research must be relevant to active duty Service members, Veterans, military beneficiaries, and/or the American public, reflecting the DoD mission and the broader public health purpose of the program.
Awards are issued as assistance agreements, meaning funding is provided to support a public purpose rather than to procure goods or services for direct government use. Depending on the expected level of DoD involvement during the project, the award may be made as a grant (when no substantial involvement is anticipated) or as a cooperative agreement (when substantial involvement is anticipated, such as collaboration, participation, or other intervention during performance). The specific award type and start date are determined during negotiations, and any substantial involvement would be described in the final award documentation.
From a funding and timing standpoint, the total costs for an FY20 LRP Impact Award are capped at $750,000 for the entire period of performance. The program anticipated allocating about $4.5 million total to support roughly six awards, with final funding dependent on federal fund availability and the outcomes of scientific and programmatic review. Applications were originally due September 23, 2020, and awards were expected to be made no later than September 30, 2021. Funds were anticipated to come from FY20 appropriations, with availability limited by the fiscal lifecycle of those funds, expected to expire for use on September 30, 2026. Eligible applicants are broadly unrestricted (open to any entity type), subject to any additional eligibility clarifications included in the full announcement, and the administering agency is the Department of Defense, Department of the Army, USAMRAA (CFDA 12.420).Apply for W81XWH 20 LRP IPA
