Opportunity Information: Apply for F25AS00287

The FY 2025 Traditional Conservation Grants Program (F25AS00287), managed by the U.S. Fish and Wildlife Service (FWS) for Region 3, provides funding to states and territories to support conservation efforts for federally listed, candidate, and recently delisted species under the Endangered Species Act (ESA). The program promotes voluntary conservation projects that contribute to species recovery or help avoid the need for future listings.

Eligible applicants include only state agencies that have entered into or reaffirm a cooperative agreement under section 6(c) of the ESA within 30 days of the application deadline. While only states can directly receive funding, local governments or conservation groups can collaborate as subgrantees.

Projects may include a range of activities such as species monitoring, habitat management, research, and public outreach. All work must align with existing or draft species recovery plans and cannot conflict with them. In some cases, additional permits and environmental assessments may be required, especially if the project involves holding or moving wildlife.

Grant funds and matching contributions cannot be used to fulfill regulatory mitigation requirements (e.g., section 7 or 10 of the ESA, or the Clean Water Act). Administrative costs must comply with federal guidelines, and only costs during the approved project period are reimbursable—although pre-award costs may be allowed with prior written approval.

The program excludes land acquisition and any costs related to full-time federal employees. Both new and existing conservation efforts are eligible, but continuation projects must explain prior progress and justify ongoing work.
