Opportunity Information: Apply for SMZ 500 FY24 01
The U.S. Ambassador's Special Self-Help Fund 2024 is a small-grants opportunity run by the U.S. Mission to Mozambique to support practical, community-driven development projects. It is designed for Mozambican organizations that can show a clear local need and a realistic plan to deliver a lasting benefit to an entire community. The program has operated in Mozambique since 1988 and is meant to give the U.S. Embassy a flexible way to respond to locally identified priorities through modest, targeted investments that help communities help themselves rather than rely on continuing outside support.
At its core, the fund prioritizes projects that strengthen community self-reliance and improve basic economic or social conditions at the village or local level. A key requirement is meaningful community participation and contribution. Applicants are expected to demonstrate what the community will put into the project, such as volunteer time and labor, donated land, equipment, or materials. The U.S. contribution is intended to be one-time only, so proposals need to show how the activity will continue to function after the grant ends, including how ongoing costs, maintenance, staffing, and technical know-how will be handled. Projects must also respect environmental norms, meaning the proposed work should not harm protected or environmentally sensitive areas or threaten endangered species or their habitats. Another practical constraint is the timeline: supported projects must be able to be completed within twelve months.
The types of activities funded are typically small, concrete, and highly local. Examples from past Special Self-Help grants include water-focused projects such as boreholes, irrigation improvements, water collection systems, and storage tanks; health and hygiene improvements like building latrines at schools or clinics and establishing community gardens; environmental initiatives such as recycling efforts, solar panel systems, or producing organic fertilizer; education-related work like constructing or rehabilitating classrooms and setting up community libraries; and income-generating projects that provide equipment or tools to support local livelihoods, such as nut oil presses, maize milling facilities, clothing production equipment, carpentry tools, or brick-making machines. These examples illustrate the program's preference for visible, community-serving outputs that can be operated and maintained locally.
A strong emphasis is placed on monitoring and results. Applicants must propose performance indicators that are specific, measurable, achievable, reasonable, and time-bound, and that directly align with the project objectives. The application should explain exactly which indicators will be tracked and how the organization will measure them. Whenever possible, reporting should break down beneficiary data by gender. The opportunity includes a concrete example: for a coffee-growing project aiming to train 200 people and grow 2,000 plants, indicators might include the number of plants grown, the number of people trained, the number of women trained, and the timeline for achieving each milestone. Organizations that receive awards must provide quarterly reporting on each agreed indicator and include an analysis explaining progress made and any challenges or delays affecting the targets.
Applications must follow strict formatting and submission rules. Proposals need to clearly address the goals and objectives of the funding opportunity, and all documents must be in English. Budgets must be presented in U.S. dollars. Pages should be numbered, formatted for A4 paper, single-spaced, using Calibri 14-point font with at least 1-inch margins. A complete submission also requires specific standard U.S. government forms, available through Grants.gov: SF-424 (Application for Federal Assistance), SF-424A (Budget Information for Non-Construction Programs), and SF-424B (Assurances for Non-Construction Programs). The SF-424B is required only for applicants who are not registered in SAM.gov. The notice also notes that applicants may need Adobe Acrobat Reader to open the forms.
Eligibility is limited to registered not-for-profit organizations in Mozambique, including civil society and non-governmental organizations, as well as established, registered grassroots community-based organizations and faith-based organizations registered in Mozambique. For-profit entities, commercial organizations, and individuals are explicitly not eligible. The grant is discretionary and uses a grant funding instrument under CFDA 19.220. The opportunity is issued by the U.S. Mission to Mozambique under funding opportunity number SMZ 500 FY24 01, with an application closing date of May 30, 2024. The award ceiling is USD 10,000, and the program expects to make about 8 awards.
